Registering as a poultry keeper
Rule identified for the scope below
Jurisdiction: Germany
Applies to: Anyone who intends to keep chickens (Hühner) or the other listed animals (ViehVerkV § 26(1)).
What the checked sources say
- Before you start, tell the competent authority (or a body it appoints) your name, address, how many birds you expect to keep on average over the year, what they are kept for and where (ViehVerkV § 26(1)).
- Report changes without delay (ViehVerkV § 26(1)).
- Poultry keepers must also say whether the birds are kept in houses or outdoors (GeflPestSchV § 2(1)).
- The Länder carry out federal law as their own affair (GG Art. 83), so the office you notify is named by your Land.
- Under EU Regulation 2016/429, poultry kept to produce eggs for consumption count as poultry, and operators of establishments keeping them notify the authority for registration. A German use of the optional EU exemption for low-risk establishments was not found in the sections read (ViehVerkV § 26, GeflPestSchV § 2).
- A fee was not found in the sections read (ViehVerkV § 26, GeflPestSchV § 2).
Authority: The competent authority named by Land law
Fee: Not established from the sources checked.

The scope and conditions below are a dated record, not confirmation of today's position.
Rule identified for the scope below
Uses housing orders in this scope: Yes, according to the checked evidence.
Jurisdiction: Germany
Applies to: Poultry, defined as chickens, turkeys, guinea fowl, partridges, pheasants, ratites, quail, ducks and geese reared or kept in captivity (GeflPestSchV § 1(2) No. 2).
What the checked sources say
- The competent authority orders poultry to be kept in closed houses or under a covered, wild-bird-proof shelter where a risk assessment shows this is needed to keep bird flu from being brought in or spread by wild birds (GeflPestSchV § 13(1)).
- It may allow exceptions for particular holdings or places where disease control allows and contact with wild birds is otherwise largely avoided (§ 13(1)).
- The risk assessment also takes into account, where available, a risk assessment by the Friedrich-Loeffler-Institut (§ 13(2)).
- The competent authority announces an outbreak publicly (§ 18).
- This page does not say whether any order applies now; check your district's announcements.

National or state rules on keeping poultry
Conditions apply to this finding
Jurisdiction: Germany
Applies to: Keeping chickens on a residential or other plot.
What the checked sources say
- Federal law requires you to notify before keeping chickens (ViehVerkV § 26(1)).
- Federal land-use rules allow subordinate ancillary facilities that serve the plots of a building zone and fit its character, including facilities for small-animal keeping where animal keeping is not already allowed in that zone (BauNVO § 14(1)).
- A development plan can restrict or exclude those ancillary facilities (BauNVO § 14(1)), and the municipality draws up its land-use plans (BauGB § 2(1)), so ask your municipality what its plan says for your plot.
- Whether a henhouse counts as small-animal keeping on a given plot, and Land building and neighbour rules, were not established from the federal texts read.
