Current situation

What the agency's own pages and tables showed when we checked, with the line each comes from.

  • ODA sets regional quarantines (at least 10 km, with movement permits for poultry and poultry products) around WOAH poultry premises when cases occur; none active as of October 2, 2026. No premises currently quarantined among cases since July 1, 2026 (the table's period); the January 2026 premises are not listed. Confirmed poultry premises are typically quarantined at least 120 days, sometimes shorter depending on cleaning and disinfection.

Bringing birds or hatching eggs into Oregon

Poultry entering Oregon need a CVI (void after 30 days) and an ODA import permit, unless from an NPIP flock using the USDA form in place of both (with destination details, received by ODA within 14 days). Poultry must be NPIP pullorum-typhoid clean, from an equivalent state program, or pullorum-negative within 30 days. No livestock exposed to a communicable disease may enter. What we couldn't confirm
  • The October 2, 2026 update is 12 days old; ODA's live quarantine map was not queried. APHIS lists no Oregon flock detection after January 2026 (file to October 9, 2026).
  • The 2025 emergency exhibition rules' exact effective and expiry dates were not read from the OAR history (temporary rules in the division history were not matched). Status 'expired' rests on the permanent 2026 rules replacing them.
  • OAR 603-011-1222 (HPAI import) applies to dairy cattle, not poultry; no poultry-specific HPAI entry test found in Oregon rules.
  • Vendor host (flag for reviewer): the 2025 exhibition news release is ODA's own GovDelivery bulletin (content.govdelivery.com/accounts/ORODA, 'Oregon Department of Agriculture sent this bulletin'), linked from ODA's HPAI Announcements dataset on data.oregon.gov (or-data-oregon-hpai-announcements.txt).
  • APHIS rows for Oregon: or-aphis-hpai-exporttocsv-or-rows.txt (2026: Umatilla 01-02 and 01-12). ODA also reports a Tillamook case on January 23, 2026 that has no APHIS row.
  • The 2025 emergency exhibition rules' filing and expiry dates were not found: OARD's rule search needs a form submission (not done) and the Oregon Bulletin archive URL tried returned 404.
